It is in North India near New Delhi ( 2hrs.journey by road/train).Holi is celebrated during March-April...religion is no bar for playing holi.The dresses/garlends/decorations (even for God Lord Krishnatha) that u r seening in this pic. are made/dedicated by Muslim artists.Colors changes everything !
