I've had similar thoughts as Gunter about the neat and clean look of the Netherlands. I suspect his home country is the same.

The shutters on the windows must be functional. There are no shutters on the windows with smaller panes. At first I thought the wind must blow from only one direction.

As to the shutters, I think their function is decoration, so they only put them at the front side of building.

One window on the front side has small panes.......and no shutter. The only window on the front side of the building with no shutter.
