Strange Chapel - what is the meaning of the sculpture?

Elja, Bill and Charles, as Charles remarked, a very strange Maria Chapel with that remarkable sculpture on top. That is the reason I took this photo. At first we thought he was blessing the chapel, but when you look at this picture: http://www.fotothing.com/senna3/photo/a62ac089c316f32d2ea992c0cd5bc852/, I think it is just a joke. It remains strange to put it on a Maria Chapel!
