Looks like iron bars on the windows and around the terraces on that building across the way. Why would there be bars on windows of a high rise building past the third or fourth floor?

the new buildings don't have these cages. but in the past people kept their money hidden inside their apartments. the ordinary people had no bank accounts. that is changed now. almost everybody has a bank account . so, in the old days people would have come on ropes down from the roof or climbed up and entered to steal their money.
