There is a similar picture used in a campaign here in Sweden against private financing of roads :-)

maybe this is a bit OT, but...
the campaign is against privatization and in favor of cooperation, where the financing of roads is one example. For the campaign they are using a picture from a British private road project, where the construction of the highway was stopped suddenly, because of lack of funding, and it looks much like in your picture. The union that's made the campaign claims it has a better suggestion...
