some one or a group of people threw them up there...it was under a balcony...they were already there when we seen it.

Sheila....definitely a symbol of New Orleans....when I was a little one..we would get dressed up like Indians and ride the floats and toss beads and doubloons at all the tourists.....it was great fun....
