Tall vehicles are not common in the U.S., in fact, pretty rare, so...rarely seeing them makes them look top heavy to me.

It's all down to how the centre of gravity works. :)
You can find double decker trains in various places - Chicago for example, Toronto and Paris. New trams are all, alas, single deck over here.
