On the last day of the season, there was a display of owls and other birds from the local owl sanctuary.

They are suffering problems with bureaucracy who want them to have a ZOO licence!

or does bureaucracy want to make money...for selling yet another licence....!! ?

I gather it is one council official who who done this - without the expensive zoo licence they cannot show the birds to the public at the sanctuary so have to take them out and about.
