the Bay Bridge was supposed to handle a higher richter than happened in '89....

Not so. It was designed the best way we knew how in 1937. It has been strengthened since '89, and the new bridge will be built to stay functional after the worst quake we consider likely today. We make progress, thanks to experts who once were like these students.
