Goat Rock, just south of Jenner on the Sonoma coast, is what geologists call a tombolo: a sea stack connected to the mainland by a sandbar. In this case the state has reinforced the sandbar with boulders and put up a parking lot.

The "sea stack" looks kind of basaltic. Was it formed by volcanic action?

Basalt: no, this is sandstone according to the geologic map. But notice how the flat surface is in line with the terrace on the right side--they were once connected but the sea eroded the rock away. The flat top is an ancient beach terrace that has been uplifted. There are many more along this stretch of coast.
