Upper Broadway Terrace is one of the most desirable neighborhoods in Oakland, with good weather and excellent views. But it's dotted with empty lots left over from the 1991 fire, even after all this time. There must be good reasons for each lot sitting vacant, but each one lends a sad presence to this gleaming neighborhood.
