Year of The Rat Decoration (Chinese New Year Series 3/11)
Unfortunately my ability to read Chinese has waned quite a bit since high school. However, I believe the larger character near the bottom is Fook which means "Good Luck". This character is a common sight on many New Year decorations. You may be looking at the cartoon heads and be thinking, "They look more like mice," and you may be right. Technically speaking, the Chinese word for "Rat", 鼠, actually can refer to either rat, mouse, or rodent in general. Therefore the depiction and reference to any of them as representing this year is therefore acceptable.
