limE: This technique in PS requires the use of 4 simple steps:
1) select area in photo to be converted
2) use filter distort polar coordinates, 2nd choice
3) rotate selection 180 degrees
4) use filter distort polar coordinate, 1st choice

After that just copy your selection and paste into new document.
