It is an interesting structure, it was build by the city and loses money every year.

It's interesting enough looking but I wouldn't pay to go up in it. The city website says, Barrack Square is the home to Perth’s Swan Bells Belltower, one of the world’s largest musical instruments. The Belltower houses the twelve bells of Saint Martin in the Fields church, the parish church of Buckingham Palace, and also features a viewing platform and exhibitions.
