A Protest, Graffiti or art.

This is the question posed recently in Dunedin over this image which appears in many parts of the city. The ‘Artist’ said he was making a protest over the treatment of whales and dolphins and the ‘Authorities’ said it was Graffiti and he should be prosecuted.
