From my collection of bird skulls.
I am not sure about this but I believe it might be a Skua (Stercorarius species) It is 4 inches o/a (100mm) and as you can see has a heavy nail-like hook at the end. On second thoughts I think it is a Fulmar (Fulmarus glacialis) There is a little bump just behind that nail which looks as if it might be the opening to the nostrils, which sort of sit on top of the bill.

I usually find them, in the form of dead birds. Some one once brought me a dead bird, I think it was a grebe, and I cut its head off put it in the compost heap in my garden for a few weeks then washed it to take the remaining meat off. All this was 30 years ago when I was lecturing, I used them to illustrate different aspects of ornithology.
